I work for a company that does a lot of penetration testing. I find
that if thorough testing is needed, OSSTMM works best for us. Even
things like testing physical security or testing people (social
engineering etc.) can be done thoroughly by using OSSTMM: it's an
excellent framework for security testing.
Be aware, however, that OSSTMM is a methodology, and the testers
themselves are supposed to already have the technical expertise to
perform the tests..
