Have you tried all authentication methods? I mean something like
for METHOD in `seq 1 5` 64221 `65001 65010` ; do
ike-scan -m $METHOD $TARGET
done
Try also with -A ...
When you get a reply, try it with "-v --showbackoff" too ...
Have you tried TCP OS fingerprinting too? I would try "p0f [-A/-R]" and
"xprobe2 -v -p tcp:1723:open -p udp:500:open ..."
