Pentest for DOD

('binary' encoding is not supported, stored as-is) I'm searching for references relating to Penetration Testing specifically for US Department of Defense. I am familiar with the older 5200.28, 5200.40, and the 8500 series. Specifically I'm looking for anything that might restrict who can perform Penetration Testing for DOD.
