('binary' encoding is not supported, stored as-is) Check out the systems made by Soekris (www.soekris.com). They are small, low power x86 boxes. Not a lot of horse power and I don't think you can boot from USB but they are well supported under Linux and BSD so you can just do an install on it.
The devices also have mulitple ethernet ports so you set up bridging between them and plug it inline with devices on the network.

I have also used wireless access points with DD-wrt on them to ssh forward a connection back to my lab for this purpose as they are cheap, small and have built in switches. You don't get a lot of programs but if you just need to forward a few tcp sessions it works.
