There is always Tiny SHell. It is not as smart as what you are
describing, but it does have a call back function that once run it
connect back to a machine and creates a reverse shell. It would be
pretty trivial to put in code to make it check the connection first,
and if it can not connect sleep for X and reconnect. My only fear
with that is it becomes much easier to detect.
