How about routers acting as IP Gateways to the PSTN?
I guess the CCM and the IP Gateways are connected in some way to
accept the connections from IP Phones to call the PSTN. I have not
read any document from cisco to check how this is done. I guess is not
trivial to fake a gateway but there should be a way.
